St. Charles Girls’ Softball Association Rules 

A — General Rules

  1. Home team uses the third base dugout. 
  2. Home team is listed second on the schedule. 
  3. Make up games will be posted on website. They may be different days/times than usual. 
  4. Throwing of the bat is not allowed. After the first thrown bat, each team will be issued a warning. The next batter to throw her bat, and any other batter who also throws her bat after, will be called out. 
  5. Kid Pitch and Ponytail divisions will begin with a 1-1 count. Foxtail begins with a 0-0 count.
  6. Coach Pitch and Kid Pitch games are 4 innings. Ponytail and Foxtail are 6 innings. 
  7. All games are a maximum of 1 hour and 30 minutes. No new inning will begin after 1 hour 15 minutes. The umpire will then call last inning regardless of how many innings technically remain. 
  8. Teams must be at the field ready to play at least 15 minutes before the scheduled game time. Game time is forfeit time. 
  9. No children under the age of 18 who are not on the team’s roster will be allowed in the dugout or on the field during the game. This is due to insurance stipulations. 
  10. Mercy rule will be in effect in all divisions. 10 after 3 in Coach Pitch/Kid Pitch, 10 after 4, 8 after 5, in Ponytail/Foxtail. 
  11. Minimum number players required to field a team is 7 players. If a team does not have 7 players at game time, the game will be deemed a forfeit. 
  12. Standings will be kept in each division. Each team will be awarded 2 points for a win, 1 point for a tie, and 0 points for a loss. 
  13. In the event of a tie in the standings at the end of the season, the following will be used to determine a division winner: Head to Head game results, total number of runs scored in head to head competition, runs scored in the regular season. 
  14. Every division will have a continuous batting order with every player batting. 
  15. Only HEAD coaches may approach the umpire. All umpires decisions are final. 
  16. Players may not maliciously harass players from the opposing team. Coaches are responsible for the conduct of their players, assistants and fans. 
  17. Parents and fans are expected to display appropriate sportsmanship at all times. 
  18. Weather - If lightning is spotted in the area, or if the Lightning sensor is activated at Eastside Park, play will be suspended and the field must be vacated. The determination as to the resuming of play will be up to the discretion of the League Commissioner on duty. 
  19. There is no “borrowing” of players from other divisions or leagues. 
  20. Current travel ball players are not allowed to pitch in the Kid Pitch, Ponytail or Foxtail divisions. 
  21. The number of defensive players on the field will be as follows: 
  • Coach Pitch – 10
  • Kid Pitch – 9
  • Ponytail – 9
  • Foxtail – 9

B — Field

  1. Distance from the pitcher’s mound to home plate will be as follows: 
    • Coach Pitch 35 feet
    • Kid Pitch 35 feet
    • Ponytail 35 feet
    • Foxtail 40 feet 
  2. Bases are 60 feet and the orange safety base will be utilized at first base. Base runner must step on the orange safety base if running through 1st base. Fielder will use the white base. Base runner can round 1st base using the white base. 
  3. On deck batter must be physically behind the batter that is hitting at the present time 
  4. Coach Pitch & Kid Pitch divisions will be allowed 2 defensive coaches on the field, one on the right side and one on the left side. Coaches must be in the outfield grass. 
  5. All divisions will be allowed a First Base Coach and Third Base Coach while they are at bat. 
  6. Coach Pitch and Kid Pitch coaches who are pitching must have both feet in the pitching circle when pitching to their team. They must make every reasonable attempt to get out of the way of the defensive pitcher after the ball is hit. If the ball touches the coach who is pitching, the ball will be dead and the batter will get another pitch. The coaches will bring out 3 balls to pitch to the batter and will pitch until the batter hits the ball. The catcher will not throw the ball back to the coach. This is done in order to save time. 
  7. Kid Pitch, Ponytail and Foxtail pitchers must begin with one or both of their feet on the pitcher’s mound. Their first move must be forward. Her right foot (or left foot in the case of left handers) must always be in contact with the ground (called dragging). Crow hopping is not allowed and will be called an illegal pitch. Pitcher must make the pitch within a reasonable amount of time after receiving the ball from the catcher. 
  8. Outfielders must stand on the outfield grass and can move in ONLY after the ball is hit. 
  9. No players may warm up a pitcher unless they are wearing a catcher’s helmet. A batting helmet does not constitute a catcher’s helmet. 
  10. ALL PITCHERS MUST WEAR A FACE MASK when playing the position of pitcher. One will be provided for each team. Players may purchase their own mask and wear that mask. 

C — Uniforms

  1. Players must wear: 
    • Uniform shirt
    • Black mesh shorts or black baseball pants
    • Long socks 
  2. A player may not be allowed to play if not in the proper uniform. 
  3. No jewelry allowed unless it is for medical purposes. 

D — Equipment

  1. No metal cleats allowed. Plastic or molded cleats are encouraged. 
  2. Softballs will be provided as follows: 
    • Coach Pitch – 10” canvas softball
    • Kid Pitch – 11” standard
    • Ponytail – 12” standard
    • Foxtail – 12” standard 
  3. Bats must be USSSA approved. 
  4. Catchers must wear chest protector, shin guards and catcher’s helmet. 
  5. Batting helmets must have face guard and chin strap. 

E — ADDITIONAL COACH PITCH RULES

  1. The coach will pitch 3 pitches. If the batter does not hit any of these pitches in fair territory, a tee will be used. 
  2. If the batted ball off of the tee does not go beyond the 6 foot arc or if the tee is knocked down by the batter, the ball will be dead and the batter will hit again. 
  3. The pitcher cannot run the ball to home plate in order to get the base runner out. She must throw the ball to the catcher before the 6 foot arc or the runner will be called safe. 
  4. If there is a play at home plate, the catcher must not stand on home plate and block the runner. She must stand on the corner of home plate and allow the runner access to the base. 
  5. There is no infield fly rule in effect. 
  6. There is no bunting. 
  7. There are no lead offs. 
  8. The base runner cannot advance on an overthrow. 
  9. There is a 5 run limit per inning until the last inning which will be unlimited runs until 3 outs are made by the defensive team. 
  10. Each player must play at least one infield position and one outfield position. 
  11. Players cannot play the same position more than one inning per game. 
  12. Baserunner may only advance one base at a time. 

F — Additional Kid Pitch Rules

  1. The pitcher will get 3 pitches to the batter. The batter can strike out but cannot walk. 
  2. If after 3 pitches the batter has not struck out or hit the ball, the offensive coach will come to the circle and pitch to his/her own batter. The coach will pitch a maximum of 3 balls to the batter. If the batter fouls off the 3rd pitch, she will be given one more pitch. If the batter cannot hit the pitches, she will be out. 
  3. Pitcher may pitch only 1 inning or 3 outs per game. 
  4. No infield fly rule is in effect. 
  5. No lead offs are allowed. 
  6. No bunting is allowed. 
  7. The pitcher cannot run the ball to home plate in an effort to get the base runner out. She must throw the ball to the catcher before the 6 foot arc or the runner will be called safe. 
  8. Runners may advance 2 bases at their own risk. 
  9. Players cannot play the same position more than one inning per game. 
  10. All players must play at least one outfield position and one infield position per game. 
  11. Any base runner hit by a batted ball will be called out. 
  12. The pitcher gets 5 warm up pitches. 
  13. No warm up balls for the infield after the 1st inning. 

G — ADDITIONAL PONYTAIL RULES

  1. Pitchers can pitch a maximum of 2 innings or 6 outs per game. 
  2. Stealing is allowed, but there is no stealing of home. A player can only advance home on a hit, walk, hit by pitch, etc. 
  3. A player can lead off once the ball leaves the pitcher’s hand. 
  4. Bunting is allowed. After 2 strikes, a bunt that goes foul will be an out. 
  5. No drop third strike rule is in effect. 
  6. No infield fly rule. 
  7. A batter hit by a pitch will be awarded 1st base, if a reasonable attempt was made to avoid being hit. The umpire does not award the base automatically. It is up to the umpire’s discretion. 
  8. A runner MUST slide to avoid a collision at any base. A fielder may not block the runner access to the base unless there is a play at that base. Again, this play is at the discretion of the umpire. 
  9. All players must play outfield one time and infield one time. 
  10. Five run limit per inning until the last inning which continues until the defensive team makes 3 outs. 
  11. Any base runner hit by a batted ball will be called out. 
  12. The pitcher will get 5 warm up pitches. No infield balls after the 1st inning. 

H — ADDITIONAL FOXTAIL RULES

  1. The pitcher can pitch a maximum of 3 innings or 9 outs. 
  2. A player cannot be on the bench more than 2 innings per game. 
  3. Infield fly rule is in effect 
  4. Drop 3rd strike rule is in effect. 
  5. Stealing is allowed. This includes stealing of home. 
  6. Five run limit per inning until the last inning which continues until the defensive team makes 3 outs.
  7. A runner MUST slide to avoid a collision at any base. A fielder may not block the runner access to the base unless there is a play at that base. Again, this play is at the discretion of the umpire. 
  8. A batter hit by a pitch will be awarded 1st base, if a reasonable attempt was made to avoid being hit. The umpire does not award the base automatically. It is up to the umpire’s discretion. Any base runner hit by a batted ball will be called out.  The pitcher will receive 5 warm up pitches. No infield ball after the 1st inning.
